Making block not visible if conditional filters are not met?

Hi! Is there a way to make a block not appear/not be visible if the conditional filters do not apply to that user? Or to minimize the ‘requested record not found’ message? I don’t think we can use user groups because the filtering is specific to that user’s information. Any thoughts or suggestions? Thanks!

Hiding a Table Block If No Results Found

I would say the second line is wrong, as you forgot get-record-
