Admin panel list creation

I am building a partner portal to manage my business partners.

I have createda leads page wherein any logged in partner can see all the leads associated with him/her. This is working fine (the image also contains the condition I have used in this page).

Now, I want to create an admin panel for myself whereing the leads page should show all the leads associated with all the partners. Can anyone help me with this. What feature should I use? Also what should be my if/ad condition?

Create another list block (or duplicate that existing one) and change (or I guess just remove?) the list conditional filters so that the Admin can see everything. Then change the block visibility so that only users in the Admin user group can see the block.
