Padding has been an ongoing frustration for me as well. The back end editor never accurately reflects the live site. If you set the padding to a lower amount, sometimes the block is obscured at the top, which doesn’t make any sense - changing the padding around the block shouldn’t make it disappear under the header. I hope they will address this issue!
