Anyone know how I can edit the List Details block, specifically if the location of the fields can be moved? (I am on the free tier. Can this only be done via HTML/CSS formatting in the paid options?)

With a single block, you can’t without custom code block.
However, what you are trying to achieve is easily solved by putting two custom blocks.
You link the second block only to Relation 1 Name field and remove upper margin, you’ll be good to go.
