I was looking in Users instead of Settings …

Looks like Permissions is moved from the menu you mentioned. What I see now is
" Looking for Edit Permissions?
Edit permissions have been moved to the action level. Learn more"
I guess this does not apply for User Groups, is it not? Could you please help?
Never mind 
. I figured this out myself. Initially I just hovered over “Logged in User” and didn’t find anything. Whereas for the User groups I created, on hover I see a pop up open where I can edit.
Just in case someone misses just like I did
